Context-Driven and Digital-Intelligence Empowered High-Quality Development of Low-Altitude Economy:Construction and Practical Path of the CDAE Theoretical Model

摘要低空经济作为新兴产业的典型代表,成为培育壮大新质生产力,打造新支柱产业的战略突破口和培育经济新动能的重要引擎。然而低空经济仍然面临制度创新滞后、智能化基建支撑不够、技术与场景适配不足等瓶颈问题。本研究基于场景驱动创新理论和产业创新生态系统理论,融合数智赋能的相关理论研究和低空经济发展的特征与问题,探索性地提出场景驱动数智赋能低空经济产业生态培育和高质量发展的CDAE(Context-Datasets-AI-Ecosystem of LAE)理论模型。进一步结合低空经济的典型实践探索,解析场景驱动数智赋能低空经济高质量发展的实践路径。文章对“十五五”期间把握场景驱动创新机遇,开展大规模场景应用示范,加快智能技术和数据要素赋能低空产业生态培育和高质量发展提供理论基础和实践启示。
Abstract：As a core component of strategic emerging industries,the low-altitude economy has become a strategic breakthrough for fostering new quality productive forces,creating new pillar industries,and an important engine for cultivating new economic drivers.However,the low-altitude economy still faces bottlenecks such as lagging institutional innovation,insufficient support from intelligent infrastructure,and inadequate adaptation between technologies and contexts.Based on the context-driven innovation theory and the industrial innovation ecosystem theory,this study integrates relevant theoretical research on digital and intelligent empowerment with the characteristics and problems of the low-altitude economy's development,and creatively proposes the CDAE theoretical model for context-driven data empowerment in cultivating the low-altitude economic industrial ecosystem and promoting its high-quality development.Further more,combined with the typical practical explorations of the low-altitude economy,this study analyzes the practical paths for context-driven digital and intelligent empowerment in the high-quality development of the low-altitude economy,providing a theoretical basis and management practice implications for seizing the opportunities of context-driven innovation and accelerating the empowerment of the low-altitude industrial ecosystem cultivation and high-quality development by intelligent technologies and data factors.
