Abstract:Based on the theory of technology-economy paradigm,this study analyzes the meaning of data elements and their relationship with the development of new productivity,explores the theoretical logic,driving mechanism and evolution trend of data elements empowering new productivity,and reveals the law of data elements empowering productivity development.The study found that:①Data elements are an important driving force for the development of new productivity,which can directly promote the upgrading of new laborers' capabilities,the innovation of new labor materials and the expansion of the scope of new labor objects.②The productivity changes caused by data elements are interactively promoted through three mechanisms:technology scenarios drive the iteration and upgrading of algorithms and computing power,cross-border integration mechanisms solve the core pain points of industrial transformation,and collaborative governance frameworks ensure the dynamic balance of multiple subject,which constitute a systematic action chain.③Based on stimulating innovation driven by technology and models,empowering organizations to achieve decision improvements,and optimizing the allocation of resources and factors,data elements are linked to other production factors through their unique multiplier effect,and providing strong impetus for the leap of productivity.④The evolution trend of new quality productivity enabled by data elements presents phased feature.The introduction period is characterized by the dual pattern of industrial explosion triggered by technological breakthroughs and market frenzy caused by overheated capital.The transition period evolves into foam extrusion,standard establishment and dynamic adjustment of subject game.The expansion period evolves into two stages,which are ecological reconstruction of subject collaboration and mature application of value closed loop.⑤It is necessary at the practical level to strengthen digital infrastructure to consolidate the foundation of factor circulation,focus on digital technology innovation to broaden intelligent application scenarios,improve digital policy guidance to enhance the industrial risk resilience,and form a sustainable path driven by data elements to upgrade productivity.
