Abstract：Through the examination of 358 local regulations on scientific and technological innovation,it was found that China's local legislation on scientific and technological innovation presents characteristics such as wide geographical distribution and significant differences in legislative systems,large legislative time span and wide coverage,similar legislative structure but exploration of innovative legislative content.The newly revised“Legislation Law”in 2023 further expands the connotation of legal unity in local legislation,and puts forward new requirements such as local creative legislation and regional collaborative legislation.From this perspective,local legislation on scientific and technological innovation in China still has slow updates and iterations,and weak initiative;The content is relatively conservative,and the degree of legislative innovation is insufficient.Problems such as a single legislative body and an inadequate collaborative legislative mechanism.In the future,local legislation on technological innovation should further promote local active legislation and improve legislative supervision mechanisms;Fully tap into local characteristics and actively carry out innovative legislation;Strengthen regional collaborative legislation,achieve complementary local advantages,promote resource co construction and sharing,consolidate the legal foundation for cultivating and developing new quality productive forces,and promote high-level technological self-reliance and self-improvement through good laws and governance.
