Abstract:Semiconductor is a basic industry for forging new quality productive forces and has a strong spillover effect on the country's economic and social development.At present,China's research and development of semiconductor core technology in key fields lags behind developed countries such as the United States and Japan,with high-end and artificial intelligence chips highly dependent on imports,this unself-controllable situation has seriously impeded the development of the industry while harming many chip-dependent manufacturing industries.Since the 20th century,the United States and Japan have formed several R&D consortia to support semiconductor design,manufacturing,equipment,and materials enterprises and make breakthroughs in core technologies.This paper takes semiconductor R&D consortia as the research object,uses a multi-case study approach to sort out the successful experience of three consortia in the United States and Japan,and conducts an in-depth investigation on how to organize and operate R&D consortia in China to achieve breakthroughs in core technologies in key fields.This paper develops a policy framework that includes target selection,organizational design and value creation,and puts forward corresponding strategic recommendations.The findings not only enrich the theory of synergistic innovation and cooperative competition but also shed practical light on the breakthrough of core technologies in high-tech strategic industries.
