Breakthrough Path of Key Core Technologies for Deep-sea Oil and Gas Development from the Perspective of Organizational Learning ——China National Offshore Oil Corporation “XuanJi”System as An Example

Abstract:The “hollowing out”of key core technologies in deep-sea oil and gas development represents a significant “weak point”and “bottleneck”that hinders the efficient utilization of marine resources.How latecomer enterprises can overcome the challenges associated with key core technologies through organizational learning has emerged as a critical issue.This study focuses on the “Xuan Ji”system of CNOOC (China National Offshore Oil Corporation)as a case study to explore its key core technology breakthroughs from the perspective of organizational learning.The study identifies that the key core technology breakthroughs of the case company occurred in three developmental stages including functional technology breakthroughs,reliability technology breakthroughs,and maturity technology breakthroughs.At each stage,influenced by both the external environment and the entrepreneurial spirit,organizations implement a differentiated organizational learning model characterized as “sowing type-consulting type-solo type”to facilitate their organizational learning activities and drive technological advancement and innovation.This study enhances and deepens the understanding of breakthroughs in key core technologies from an organizational learning perspective,offering valuable insights for technological innovation in deep-sea oil and gas exploration.
