摘要当前,人工智能(AI)成为驱动科技创新与产业创新融合的关键引擎。AI驱动下,数据要素支撑创新颠覆变革,算法迭代能缩短研发周期,人机协同衍生新型研发模式,从而形成“AI-科技-产业”三螺旋联合体,在加速高质量科技成果转化中促进新质生产力发展。AI能够为产学研协同搭建平台,以数据要素引领创新资源流动,倒逼科技和产业政策创新,通过组织变革、要素融通、政策协同的作用机制,促进创新主体融合、创新资源流动、创新政策改革。百度飞桨构建AI for Science生态伙伴圈、树根互联打造工业互联网、广东省发布AI赋能千行百业措施等,是AI驱动科技创新和产业创新融合的典型实践。未来应进一步整合贯通数据、加速算法创新、夯实算力基础,完善适应AI创新的制度环境,培育跨界融合人才队伍,从而全面激活AI对科技创新与产业创新深度融合的赋能作用,为高质量发展培育新动能。
Abstract:Currently,artificial intelligence(AI)has become a crucial engine of the integration of scientific and technological innovation and industrial innovation.Driven by AI,data elements support the subversive transformation of innovation,algorithm iterations can shorten the R&D cycle,and human-machine collaboration gives rise to new-type R&D models.Thus,triple-helix consortium of“AI-Science and Technology-Industry”is formed,which promotes the development of new quality productive forces while accelerating the transformation of high-quality scientific and technological achievements.AI can build platforms for the collaboration among industries,universities and research institutes,guide the flow of innovative resources with data elements,and drive the innovation of science and technology as well as industrial policies.Through the mechanism of organizational transformation,factor integration,and policy coordination,AI promotes the integration of innovative subjects,the flow of innovative resources,and the reform of innovative policies.Typical examples of AI driving integration of scientific and technological innovation and industrial innovation include Baidu Paddle building the“AI for Science”ecological partnership,Irootech creating the industrial Internet,and Guangdong Province issuing measures to empower thousands of industries with AI.In the future,it is necessary to further integrate and connect data,accelerate algorithm innovation,and consolidate the computing power foundation.Moreover,the institutional environment adapted to AI innovation should be improved and talents for cross-field integration should be cultivated.Thus,the enabling role of AI in the deep integration of scientific and technological innovation and industrial innovation can be fully activated,and can attribute to cultivation of new drivers for high-quality development.
