Full Integration of Low-Altitude Technological Innovation and Industrial Innovation Under the New System for Mobilizing Resources Nationwide:Theoretical Logic, Practical Lessons and Policy Implications

Abstract:Low-altitude economy faces systematic technical challenges in its large-scale development.The new system of mobilizing resources nationwide provides institutional guarantees for promoting the full integration between technological innovation and industrial innovation,accelerating the formation of a collaborative innovation ecosystem involving“government-industry-university-research-user”and jointly carrying out efficient technological innovation and verification.Based on their different airspace resource endowments,low-altitude industry bases,and technological organizational systems,China and the United States have adopted different organizational systems to accelerate joint research and verification of core technologies,and seize the right to set global technology standards.The key to fully leveraging the advantages of China's new system of mobilizing resources nationwide lies in focusing on the core application scenario demands of global low-altitude competition,condensing major tasks to form a clear goal system,establishing enterprise-led innovation consortia tailored to innovation needs across different links,using major projects as carriers,innovating project management organizations,and guiding these diversified innovation entities to collaborate efficiently.
