Coupling and Coordination of Scientific and Technological Innovation and Scientific and Technological Talents in the Agricultural Field and Its Influencing Factors:Based on the Comparative Perspective Between China and Germany

Abstract:This study examines the synergistic development of agricultural science and technology (S&T)innovation and talent in China and Germany (2007-2021)using coupling coordination degree modeling and grey relational analysis.The results indicate:①The comprehensive indices of agricultural S&T innovation and talent in both countries exhibit asymmetric growth.While China's agricultural S&T innovation grew 14.42% annually,but talent efficiency lagged significantly behind Germany's,indicating untapped potential in China's agricultural S&T workforce;②China underwent a four-stage leap from “near imbalance”to “intermediate coordination”,whereas Germany maintained gradual optimization from “primary”to “intermediate coordination”,with neither achieving “good coordination”status,indicating that synergistic interaction mechanisms still require refinement;③Economic and policy factors dominate China's coupling coordination,with core drivers transitioning from traditional elements to institutional factors.In contrast,Germany exhibits a dual-wheel driving pattern rooted in education quality and social capital,reflecting the synergistic reinforcement of human capital and innovation ecosystems in developed economies.This study offers insights to overcome the “high talent scale-low innovation efficiency”trap and foster coordinated scientific and technological innovation and talent development in agriculture.
