Abstract：Taking the S&T fiscal policy documents issued by the central government from 1978 to 2023 as the research object,text mining and content analysis are conducted from the dimensions of evolution characteristics,tool application and change logic.It is found that the evolution of China's S&T fiscal policy is characterised by the focus of attention from the introduction and development of basic science and technology to the development of high and new technology and then to the comprehensive innovation drive,and the type of policy tools from a single dominant to the integration of multiple stages.Fiscal policy tools are classified into supply-type,demand-type and environment-type.The frequency of the use of each type of policy tools in different periods varies significantly,the internal distribution of each type of tools is not balanced,and the ratio of the application of tools at different stages of innovation activities is not uniform.The institutional environment of macroeconomic development demand and financial system reform,the deepening and consolidation of the concept of science and technology in the meso level,and the adjustment of the policy demands of micro diversified actors constitute the structural logic of policy change.The positive and negative effects of key nodes and veto points,and the path dependence on the top-level promotion and system reinforcement constitute the historical logic of policy change.
