Experiences and Insights of Disruptive Technology Funding Programs in Typical Developed Countries:From the Project Life-Cycle Perspective

Abstract:As global scientific and technological competition intensifies,countries around the world are placing significant emphasis on developing disruptive technologies.They are fostering disruptive innovation through the establishment of dedicated research funding mechanisms and the enhancement of relevant management systems,with the goal of bolstering national scientific and technological innovation capabilities and overall competitiveness.This paper utilizes literature research and case analysis to examine funding management practices of notable disruptive technology funding programs in the United States,Japan,the United Kingdom,South Korea,France,Australia,and the European Union.By focusing on the project life cycle,it systematically analyzes these funding programs across four stages including project application,project establishment,project operation,and project completion.The aim is to distill and summarize the common features of disruptive technology funding and to improve the management system of disruptive technology funding plans by drawing on international experiences in the field.By learning from the experiences of disruptive technology funding programs in typical developed countries,the paper offers insights and recommendations for relevant institutions in China.It suggests exploring the establishment of a disruptive technology innovation funding and management system that includes creating specialized funding plans,developing a scientific and fair selection mechanism,promoting a project manager system,and establishing a third-party evaluation system.These measures aim to foster the development of China's disruptive technologies,ignite new momentum for disruptive technologies,and promote the advancement of new high-quality productivity.
