Abstract:Self-reliance and self-improvement in science and technology constitutes the core theme of China's scientific and technological development and innovation,while the independent and controllable development of core technologies serves as the key to building a world-leading science and technology power.On the basis of clarifying the core concepts of emerging technologies,frontier technologies,disruptive technologies,key and core technologies, and “bottleneck” technologies as well as their interrelationships,this paper follows the process of scientific and technological R&D and transformation,and takes the“innovation-time”two-dimensional framework as the logic to analyze the conversion relationships and logical chains of these types of technologies in the core technology state chain.Meanwhile,it conducts analysis and verification by combining typical cases in the field of science and technology.From the perspectives of market value and strategic value,this paper constructs a theoretical model of the core technology state chain,clarifies two pathways to address the“bottleneck”issue,namely“achieving breakthroughs in key and core technologies”and“enabling disruptive technologies to play a substitution role”,and puts forward suggestions from aspects such as technology tracking,screening,and classified supervision,so as to contribute to the realization of national self-reliance and self-improvement in science and technology.
