China's Construction for the World's Leading Science Center: Theoretical Exploration and Empirical Testing

Abstract:China's construction of the world's leading science center serves as the cornerstone for building a strong technological nation and a pillar of advancing Chinese-style modernization,and it also aligns with the law of the transfer and evolution of such center.Long-term development has yielded remarkable results,but deeper theoretical exploration is needed.This paper,based on the connotative requirements of such centers,uses AHP to build a comprehensive evaluation system for monitoring current progress.Findings show as follows.Achievement-oriented indicators (e.g.,academic publications,intellectual property)have high realization.Advanced scientific facilities,university/discipline construction,and business environment are at a secondary level.Basic research investment,talent cultivation,and scientific research ecosystem have significant room for improvement.Overall,current progress stands at 73.07% (vs 2035 target)and 56.38% (vs 2050 target),in line with expectations and promising to meet goals as scheduled.The study enriches existing theoretical perspectives and provides scientific decision-making references for the 15th Five-Year Plan and long-term development.
