Analysis on the Optimization of Generic TechnologyEvaluation Index System——Taking the Generic Technology Assessment of the Electric Vehicles as an Example

Abstract：This paper systematically analyzes domestic and foreign generic technology evaluation index system, determines the assessment factors toward the definition of generic technology, and establishes comprehensive evaluation index system based on the various factors.It scores each indicator by Delphi, empowers the indicators with AHP, and establishes a comprehensive evaluation model.It introduces the evaluation results into“priority-maturity” matrix, determines the range of generic technology which should be researched preferentially and the corresponding R&D organization, and provides suggestions to the government on how to supply generic technology in different levels.Taking eletric vehicles as an example to conduct an empirical study, this paper verifies the effectiveness of the evaluation index.
