Abstract：Market failure and organizational failure in the supply, complex technical systems, and the long time and high risk of technology development, which are all the reasons for the insufficient supply of Chinese bio-pharmaceutical industrial generic technology.The countermeasures of strengthening bio-pharmaceutical industry and its supplied services are as follows:rely on government to overcome market failures;overcome organizational failures through organizational innovation;supply industrial generic technology by the enterprise cluster of biomedical industry park;innovate generic technology supply model.
