A New System for Mobilizing Resources Nationwide to Achieve Breakthroughs in Core Technologies in Key Fields:Organizational Model and Governance Mechanism

Abstract:In the new era where great-power competition and technological revolution are intertwined,building a new system for mobilizing resources nationwide to achieve breakthroughs in core technologies in key fields is a key institutional pillar for seizing the strategic initiative and achieving sci-tech self-reliance and self-strengthening at higher levels.Against this new landscape,the strategic urgency of these core breakthrough tasks has grown significantly,and it is imperative to address practical bottlenecks including organizational silos,inadequate incentives,and fragmented collaboration.Grounded in the realities of core technologies in key fields to achieve breakthroughs and aligned with the core feature of the new system—“pooling resources for major undertakings”—this paper identifies two dominant organizational models:national strategic engineering projects and industrial ecosystem-based collaborative tackling.It also establishes two core governance logics,namely“strategic leadership”and“ecosystem construction”,and systematically designs four differentiated governance mechanisms covering decision-making coordination,dynamic incentives,risk management,and factor allocation.On this basis,the paper reveals the deep synergy and dynamic adaptation between organizational models and governance mechanisms,so as to provide theoretical references for achieving breakthroughs in core technologies in key fields.
