Mechanisms of National Laboratories Focusing on Core Missions in Enterprise Collaboration:A Case Study of Fraunhofer-Gesellschaft

Abstract:To construct governance mechanisms for China's national laboratories to adhere to their core missions during collaborations with enterprises,this paper systematically analyzes the collaborative innovation management model of Germany's Fraunhofer-Gesellschaft.The study finds that the Fraunhofer-Gesellschaft safeguards research leadership through a triple mechanism:the layered financial arrangement mechanism establishes a“one-third funding structure,”using base funding to guarantee strategic direction,competitive projects to validate research capabilities,and enterprise contracts to achieve scenario application,forming a dynamically balanced funding security system.The topic planning and guidance mechanism establishes a central research planning hub,employing a two-way topic generation model of“headquarters guidance + institute application”to ensure scientific research directions align with national strategies.The project admission and collaboration boundary mechanism implements strict project review processes,utilizing topic affiliation judgment and resource coordination review to prevent enterprise topics from interfering with the main research thrust.These three mechanisms synergize to form a closed-loop governance system from topic generation to outcome feedback.Based on this,it is proposed that China's national laboratories should establish a mission-oriented financial structure,build a unified topic planning system,and improve collaboration boundary management mechanisms,providing policy recommendations for effectively maintaining the national strategic scientific research attributes amidst deep enterprise collaboration.
