Abstract:The national system for scientific and technological innovation constitutes the core institutional arrangement of China's distinctive national innovation system,serving as a strategic pillar for achieving high-level self-reliance in science and technology and advancing Chinese-style modernization.Since the founding of the People's Republic,the evolution of the national system forscientific and technological innovation has undergone three interlinked historical phases,namely the highly centralized “exploratory construction period”, the open-transition “reform and development period”, and the systemic leap forward “new construction period”. However,the evolution of this system is not a simple linear process.It is the dynamic outcome of the interplay among five interrelated logics,involving the driving force of national science and technology strategic objectives,the adaptation of science and technology leadership structures,the adjustment of science and technology organizational models,the optimization of science and technology resource allocation,and the expansion of the application scope of scientific and technological achievements.Conducting longitudinal study on the evolution of the national system for scientific and technological innovation since the founding of the People's Republic of China not only provides theoretical support for deeply understanding the historical inevitability and institutional advantages of China's distinctive path in scientific and technological innovation,but also offers practical insights for improving the new nationwide system for scientific and technological innovation in the new era and securing victory in the battle to master core technologies.
