Abstract:National scientific research management institutions serve as crucial platforms for achieving disruptive technological innovations. Leading scientific and technological powerhouses worldwide have established specialized scientific research management institutions through legislative means to invest in domestic disruptive technology research and development. This paper analyzes DARPA and SPRIN-D as national-level scientific research funding platforms. By constructing a four-in-one innovation ecosystem of“subject collaboration-resource integration-management innovation-capability enhancement”,they focus on high-risk.high-return frontier technology investment.thereby achieving domestic disruptive technological breakthroughs. Research finds that multi-subject collaboration serves as the innovative actor steering the course of disruptive technologies;management paradigm innovation is the core engine for stimulating disruptive scientific research vitality;and scientific research capability enhancement is an important driving force for breaking through disruptive technological bottlenecks. Drawing on international experience.it is recommended that China explore the establishment of specialized national scientific research management institutions under government coordination and policy guidance.build a multi-party collaborative mechanism.integrate innovative resources.focus on investing in disruptive technology research and development.and provide strong technological support for high-quality development.
