Abstract:With the evolution of the innovation paradigm,civil society has become an integral part of the innovation ecosystem.How to institutionalize public participation and effectively integrate it into the national innovation system has become a key test of system resilience.Germany's“Quadruple Helix”innovation model,widely recognized by the OECD for its success,offers valuable lessons for China,which is undergoing a similar transformation.Based on the theory of knowledge production modes,this study analyzes the construction logic of Germany's national innovation system from three dimensions:actor structure,research orientation,and knowledge form.Using Dresden's Smart City project as a case study and drawing on the“Citizen Participation Cube”model,the study explores how civil society is embedded in innovation processes and how its power operates.The study finds that citizen participation mechanisms in Germany vary across different stages of sci-tech innovation.This“stage-specific and power-differentiated”institutional design enhances innovation legitimacy and public trust while balancing governance efficiency and public value.The findings provide insights for building a diversified and collaborative innovation ecosystem under China's new system for mobilizing resources nationwide.
