Abstract：The integrated development of education,science and technology,and talent is a critical strategic proposition for enhancing the overall effectiveness of the national innovation system and accelerating the formation of new quality productive forces.However,existing research pays insufficient attention to the mechanisms through which new R&D institutions—particularly at the meso-organizational level—promote this integration.Taking the Tsinghua Sichuan Energy Internet Research Institute as a case study,this paper systematically investigates the underlying mechanisms through which new R&D institutions facilitate the integration of education,science and technology,and talent.The findings reveal that the Institute's practice embodies a research-driven integration model,whose core mechanism follows a progressive practical logic consisting of institutional empowerment,platform articulation,research traction,context embedding,and transformation output.Within this process,institutional innovation provides the essential prerequisite for integration,platform-based organizational forms constitute the organizational foundation,scientific and technological innovation runs through the entire process of talent cultivation,talent aggregation,context organization,and achievement transformation while playing a pivotal role,real-context embedding serves as the key pathway for advancing the integration from coordination to convergence,and achievement commercialization represents the critical link for value realization.
