From“Manufacturing Hub”to“Innovation Ecosystem”: The Transformation of Beijing E-Town

Abstract:Based on the Triple Helix and Innovation District theories,this study constructs a“subject-institution-space”analytical framework to examine the transformation of Beijing E-Town biopharmaceutical industrial cluster from a“manufacturing hub”to an“innovation ecosystem.”The research finds that E-Town's transformation follows a three-stage logic of“consolidating manufacturing foundations—breaking institutional bottlenecks—opening to global systems.”The core mechanism lies in the dual drivers of“actor evolution”and“three-dimensional synergy”:the government becomes a system architect and risk-sharing partner,enterprises upgrade into innovation chain leaders,and universities are transformed into value co-creating partners through institutional linkages.Through the synergy of spatial restructuring,institutional breakthroughs,and network re-engineering,the cluster achieves niche unlocking and systemic reshaping.The resulting“E-Town Model”provides a localized paradigm for manufacturing-oriented parks to integrate into global innovation networks through systemic reconstruction.Accordingly,this paper proposes policy insights focusing on strengthening actor synergy,optimizing institutional supply,and improving spatial networks,aiming to provide a reference for similar regional transformations.
