The Intrinsic Logic,Realistic Challenges and Practical Pathways of Empowering the Development of New Productive Forces Through Reform of the Science and Technology System

Abstract:Against the backdrop of the global technological revolution reshaping the competitive landscape,reform of the science and technology system has become a strategic engine for cultivating new productive forces and achieving Chinese-style modernization.This study systematically analyzes the intrinsic logic of how such reforms empower the development of new productive forces,revealing its strong support through five-dimensional mechanismsnamedasinstitutional innovation logic,production relations logic,factor allocation logic,technological innovation logic,and dynamic coordination logic.The research points out that current reforms face five realistic challenges including the insufficient release of the advantages of the new national system,the unestablished primary role of enterprises in innovation,fragmented allocation of science and technology innovation resources,inadequate integration of the innovation chain and industrial chain,and delays in building an open innovation ecosystem.Based on this,a “five-in-one” practical pathway is proposed whichcomposedofconstructing a strategic national system to enhance critical technological breakthroughs,improving market-oriented factor allocation to stimulate enterprise innovation vitality,establishing a unified national technology market to optimize resource coordination efficiency,creating a vertical innovation system of “basic research—applied development—industrial transformation,” and implementing a high-level opening-up strategy to deeply participate in global innovation collaboration.
