1 Thoughts and Measures for Constructing the National Innovation System from the Perspective of New Quality Productive Forces

The development of new quality productive forces poses new requirements on the quantity,structure,and ability to produce and allocate knowledge,thereby giving rise to new demands for innovation resources,innovation subjects,innovation mechanisms,and innovation environments.These demands are closely coupled with the construction of national innovation systems and urgently require the national innovation system to enhance its capacity building in crucial areas such as meeting strategic needs,supporting economic development,and promoting original innovation to achieve this.This demands a systematic optimization and adjustment of innovation resources,innovation subjects,innovation mechanisms,and the innovation environment,with the aim of strengthening the knowledge supply capacity of the national innovation system to support the development of new quality productive forces.At the same time,it is necessary to enhance the underlying support capacity for scientific and technological governance through the construction of national innovation system digital platforms and ensure the effective implementation of the goal of capacity building.

11 Key Core Technological Breakthroughs in Dual-chain Coupling Under the Perspective of New Quality Productivity

New quality productivity is the inherent requirement and important focus of promoting high-quality development.Breakthroughs in key core technologies are the key to protecting existing productivity and developing new quality productivity.With the help of the technology growth S curve and industry life cycle curve theory,this paper considers the differences between developed and developing countries,and divides breakthroughs in key core technologies into two situations:existing technologies are subject to technological sanctions and breakthroughs in the new S curve for cutting-edge technology.The productivity issue is discussed in combination with the two coupling modes of innovation chain and industrial chain.The first is that the innovation chain “empowers”the industrial chain.When existing technologies are subject to technological sanctions from developed countries,they protect and improve existing productivity through breakthroughs in key core technologies;the second is that the innovation chain “derives”the industrial chain,and new quality productivity is formed through breakthroughs in cutting-edge key core technologies.The research conclusions have theoretical reference and practical guiding significance for the systematic understanding of the idea of new quality productivity.

20 Research on the Theoretical Logic Construction of Modern Industrial System and Path Selection Based on the Perspective of New Quality Productive Forces

The era of strategic competition among great powers is an era of great adjustment and change in global industry.With the rise of populism,unilateralism,global governance deficit,escalating trade struggle and other uncertainties,traditional productive forces have been unable to meet the needs of high-quality development,the problem of industrial system construction rises to the same important status as high-quality development.How to construct modern industrial system supported and led by new quality productivity becomes the logical starting point of this paper.This paper first reveals the logical relationship of the new quality productivity in the construction of the modern industrial system,Explaining the impact and subversion of the new situation of economic globalization on the theory of value chain and the revision and breakthrough of the theory of value net of modern industrial system in the view of developing new qualitative productive forces,analyzing the problems existing in the development of our country's industrial chain,from the angle of developing new quality productivity,such as the motive force of innovation,the form factor of chain toughness,and the material cause of factors synergy,the purpose factor of value embodiment,putting forward the strategy of constructing modern industrial system.

31 Can Data Element Marketization Promote the Development of Firm New Quality Productivity Forces ——From the Perspective of Factor Configuration and Organizational Operations

This study adopted matched data from Chinese cities and Shanghai and Shenzhen A-share listed companies between 2009 and 2022,using the construction of data trading platforms as a quasi-natural experiment.It employed a staggered difference-in-differences (SDID)model to investigate the mechanisms and effects of data element marketization on firm new quality productivity forces.The research findings are as follows:First,data element marketization can directly enhance the development of firm new quality productivity forces.This conclusion remains robust after controlling for confounding policy shocks,placebo tests,endogeneity tests,and robustness checks.Second,data element marketization exerts factor configuration effects and organizational operation effects on firm new quality productivity forces.Specifically,it optimizes the configuration of labor,capital,and technology production factors,while reinforcing organizational support,reducing management costs,and promoting business innovation,thereby fostering the development of firm new quality productivity forces.Third,data element marketization has a stronger effect on the new quality productivity forces of non-labor-intensive,capital-intensive,and technology-intensive industries.It is essential to advance the construction and optimization of data trading platforms,strengthen auxiliary support for data element marketization,and formulate differentiated data element marketization policies.This study offers significant insights for advancing data element marketization,promoting the development of firm new quality productivity forces,and driving high-quality economic growth.

44 How Technological Innovation Promote Cultural New Quality Productivity: Theoretical Mechanism and Empirical Evidence

Technological innovation plays an active role in developing new business models and new scenes, thus serves as the core element and accelerator in cultivating cultural new quality productivity. In order to examine whether technological innovation can promote cultural new quality productivity in reality and the mechanism behind, this paper made empirical tests with fixed effects regression model analysis based on the patent data of 30 Chinese provinces and municipalities from 2015 to 2021. According to the results, technological innovation did have promoting effect in developing cultural new quality productivity, and this empowerment effect remained robust even under conditions such as variable replacement, exclusion of special samples, and endogeneity processing. Also, the mechanism analysis showed that technological innovation could help with human resource structure optimization, industry structure upshift and finance support enhancement, and then accelerated the transition of cultural productivity. Furthermore, the promotion effect of technological innovation presented significant regional heterogeneity and was stronger in the Middle and Western regions. Therefore, this paper suggests making appropriate cultural policies, promoting joint cultural innovation and expanding the supply of new-quality cultural elements so as to better stimulate the empowering effect of technological innovation on cultural new quality productivity development.

55 The Mechanism and Practice Path of the Overall Effectiveness of the National Innovation System ——A Study Based on the Perspective of Chinese Modernization

Improving the overall efficiency of the NIS is both an essential support and an intrinsic requirement for achieving Chinese modernization.The NIS,oriented towards Chinese modernization,must be unified by a shared value stance and direction,focusing on both leading and comprehensive innovation,and delving deeply into the practical scenarios of the new round of scientific and technological revolutions and industrial transformations.It is necessary to first complete the systematic reconstruction of the system across four levels:innovation goals,subjects,resources,and environment.Then,clarify the mechanisms of power dynamics,efficiency,and quality to enhance the system's overall performance.On the path of practice,it is imperative to:Strengthen top-level design and refine the new national system for scientific and technological innovation.Enhance institutional innovation to dismantle systemic barriers that hinder scientific and technological progress.Improve the talent system to convert demographic advantages into a talent advantage.Accelerate the development of a digital ecosystem to facilitate the transformation of innovation elements and elevate the innovation system's quality and efficiency.Foster open innovation and integrate deeply into the global scientific and technological innovation network.Ensure that science and technology serve the public good,constructing a national innovation system that benefits the public.

66 On Original Basic Innovation Process

This paper analyzes and explores concepts,connotations,and characteristics of original basic innovation process,it also analyzes the multiple “valley of death”,process feedback,mechanisms and approaches for growth of original basic innovation niche,and process evaluation in original basic innovation process.The main research conclusions are as follows:①Original basic innovation process is a relay,feedback and interaction process of basic research from 0 to 1,basic innovation products from 1 to 10,and basic innovation diffusion from 10 to 100.Compared to general basic research and innovation processes,the original basic innovation process is original,breakthrough,and disruptive with high risk and uncertainty,which requires long-term persistence and investment;②Because of its foundational and original nature of innovation,original basic innovation can trigger a series of related innovations,form innovation clusters,and promote scientific and technological changes;③There are multiple “valley of death”in original basic innovation process.In practice,setting up protective spaces is conducive to bridging multiple “valley of death”;④The stage-by-stage and classified evaluation are effective means to realize original basic innovation process;⑤original basic innovation process involves multiple aspects of the social system,such as politics,culture,science,technology,market,and industry university research collaboration,and involves the interaction of technology,economic laws,and social laws.

77 The Dynamics and Mechanisms for the Evolution of Science and Education Policies in China's Higher Education System ——An Analysis Based on the Multiple-Streams Theory

Retrieving the evolution of science and education policies in China's higher education system,changes happened in 1956,1985 and 2010.The institutional arrangement of science and education in China's higher education system has evolved from “separation”to “integration”, “coupling”and finally “nexus”.Drawing on the multiple-streams theory, “cultivating talents”has kept as the core in the evolutionary process,which is driven by the flow of problems,policies and politics simultaneously.Specifically,the source of problems is the most active factor,the source of policy is the most stable factor,and the source of politics is the most decisive factor.Currently,the source of problems is becoming more active and the flow of policies is more stable.As such,we must attach great importance to the influence and role of administrative authority in the political stream while avoiding as much as possible the risks brought by the imperfect rationality of administrative authority,and ensuring that science and education policies continue to resonate with the main developmental theme of the times.

86 Researchon Key Influencing Factors of S&T Cooperation Innovation Performance From Perspective of Self-organization Theory ——Empirical Research Based on Major S&T Projects

Based on the self-organization theory,this paper analyzes the factors that cause the fluctuation of the self-organization system of scientific and technological cooperation,and constructs an influencing factor system composed of two external fluctuation factors,including external environment and financial conditions,and three internal fluctuation factors,including organizational mechanism,scientific research team and project leader.By exploring the evolution mechanism of self-organizing system,the evolution process of innovation system is constructed,highlighting the relationship between the degree of system self-organization and innovation performance.Taking major S&T projects as an example,the linear regression and structural equation model are used for empirical verification.The results show that clear policy guidance,continuous industrial demand and stable financial support help the self-organization form of S&T projects to maintain the characteristics of “open and unbalanced state”.Meanwhile,efficient internal operation mechanism is the fundamental driving force of self-organization,that is,reasonable organization and implementation mechanism,competent project leaders and cooperative scientific research teams promote the sustainable development of innovation activities through nonlinear interaction.

The evolution of scientific research has traversed from empirical science,theoretical science,computational science to data science,and is now entering the fifth paradigm — AI for Science (AI4S),marking a significant transformation in the methodology of scientific inquiry.This paper delves into the progression from the first to the fourth paradigms of scientific research and meticulously analyzes the essence,characteristics,and profound implications of the fifth paradigm.The fifth paradigm does not simply negate the previous ones but complements,enhances,and integrates with them,forming an iterative new model of scientific research.Given the potential new challenges posed by the fifth paradigm in areas such as research ethics,data security,and intellectual property rights,this paper underscores the importance of enhancing interdisciplinary collaboration,promoting data sharing,driving algorithmic innovation,and cultivating specialized talent.The aim of this paper is to establish a framework that aligns with contemporary research ethics to ensure the high quality and sustainability of research under the fifth paradigm.

108 Early Exploration and Practical Enlightenments of the Reactor Technical Route for Nuclear Power Plant in China ——Surrounding the Qinshan Nuclear Power Plant

The establishment of the reactor technical route is the first step in the overall design of the nuclear power plant,which has important strategic significance for the development of the national nuclear power industry.As the first self-built nuclear power plant in China,the early exploration of the technical route of Qinshan Nuclear Power Plant deeply reflects the changes and practice of the reactor technical route for nuclear power plant in China.With the construction of Qinshan Nuclear Power Plant,the reactor technical route for nuclear power plant in China has undergone several changes.The first stage was 1964—1966,when the “twin reactor”route was initially determined.The second stage was 1966—1970,the construction goal first changed to “experimental nuclear power reactor”,and then to “natural uranium graphite gas cooled reactor”and “high temperature gas cooled reactor”.The third stage was 1970—1974,the technical route experienced the controversy between “molten salt reactor”and “pressurized water reactor”.Looking back on the historical experiences of the early exploration of the reactor technical route for nuclear power plant in China,it is still of practical significance.

117 Research on Hot Topics and Frontier of Budget Performance in China and Enlightenment to S&T Budget Performance: Bibliometric Analysis Based on CiteSpace

With the continuous increase of government R&D input and the implementation of comprehensive budget performance management reform in China,the budget performance management of S&T has gradually aroused widespread concern.Based on the Chinese core journal database,this paper uses 3065 documents related to budget performance management and 267 documents related to S&T budget performance management that have been cleaned from 2001 to 2022 as research objects.This paper analyzes the research hotspots and frontiers of budget performance management by using the method of bibliometrics and CiteSpace visualization tool.On this basis,combined with the existing research and practical experience,this paper analyzes the enlightenment of the budget performance evaluation research to the S&T field,and probes into the possible development direction of budget performance management in the field of S&T,so as to provide a reference for the research of budget performance management in the field of S&T in China.

127 Identifying Key Core Technologies Using Multi-source Heterogeneous Data ——A Case Study on Lithography Technology

This paper constructs a model for identifying key core technologies based on multi-source heterogeneous data.By collecting and analyzing papers,patents,and news on lithography technology,and relying on the LDA model,structural hole theory,and indicator combination analysis method,four indicators are constructed to reflect the growth,innovation,value,and stability of technology,namely,technology topic intensity,technology level degree,technology value degree,and technology value stability.This enables the identification of key core technologies in the field of lithography technology.The research results show that 17,25,and 32 technology topics are identified from papers,patents,and news in the field of lithography technology,respectively.Through indicator combination analysis,nine key core technologies in the field of lithography technology are identified as:nanochip manufacturing technology,thin film heat treatment technology,EUV lithography technology,self-assembly scanning technology,semiconductor device structure research,scanning imaging technology,lithography pattern preparation method,lithography image quality inspection,and mask lithography technology.Finally,the validity of the model is verified by literature research to evaluate the identification results of the model,and the conclusion can provide reference and learning for subsequent research.

137 Research on the Innovation Paths of Industrial Enterprises Empowered by Digital Intelligence Services

Digital intelligence services have changed the way of product development,manufacturing and delivery.This study combined “demand-driven”with TOE framework,built a “technology-organization-environment-market”model,used fsQCA to analyze 30 provincial statistics in China,and explored the innovation path of digital intelligence services to empower industrial enterprises.It is found that:①The antecedent variables are not necessary,and there are four types of paths to empower industrial enterprises to innovate.The “technology-environment”path focuses on digital intelligence innovation,while the “market”path is driven by demand,forming a “different paths and the same destination”empowerment model;② The environmental dimension can be used as the antecedent of all paths,and is the necessary foundation for the empowerment of digital intelligence services,in which the “policy support”variable is the core condition of the path more than “infrastructure”,revealing the importance of government policy influence;③Guangdong,Zhejiang,Jiangsu,Shandong,etc.are in the “technology-organization-environment-market”path,and their regional industrial enterprises are ranked as being at a high performance level in terms of innovation development,forming a multi-factor empowerment synergy effect;④ Due to the existence of substitution relationships based on common variables,conversions can be made between paths to avoid resource misallocation and provide a basis for selecting suitable empowerment paths.

155 Urban Innovation Resilience and Improvement in China: From the Perspective of Transportation Infrastructure Construction

Based on the panel data of prefecture-level cities in China,this paper uses the common factor model to measure the innovation resilience of Chinese cities,explains the impact mechanism of transportation infrastructure construction on urban innovation resilience,and takes the opening of urban high-speed rail as a quasi-natural experiment for empirical test.The findings are as follows:①China's urban innovation resilience presents regional imbalances.The eastern region is the highest,followed by the central region,and the western region is the lowest.②High-speed rail has significantly improved the resilience of urban innovation.The opening of high-speed rail has increased the urban innovation resilience by about 1.355 units,but there is an “optimal radius”for this effect.③The function differentiation of cities in the high-speed rail network leads to the heterogeneity processing effect of the opening of high-speed rail.The higher the connection breadth and centrality of cities in the high-speed rail network,the greater the effect of the opening of high-speed rail on the improvement of urban innovation resilience.④By attracting population inflows,new enterprises entering,and enhancing the level of industrial diversification and agglomeration,the opening of high-speed rail has improved urban innovation resilience.⑤While promoting the free flow of innovative elements,the opening of high-speed rail also widens the spatial gap of urban innovation resilience.

165 Does FDI Boost City Entrepreneurship? The Mechanisms and Empirical Evidence from Prefecture Cities in China

Promoting urban entrepreneurial activities is an effective way to boost economic growth,optimize resource allocation and promote social progress.Foreign direct investment (FDI)is an important factor influencing entrepreneurial activity.This paper empirically analyzes the impact of FDI on urban entrepreneurship and its mechanisms using fixed-effects models and instrumental variable methods based on data on newly founded enterprises from the State Administration for Market Regulation (SAMR)and matched data from China City Statistical Yearbook.The results show that①FDI can promote the increase of entrepreneurial activity in cities.②Based on the findings of replacing the core explanatory variables,transforming the sample intervals,eliminating the cities in the provinces with the highest inward FDI,and the IV-2SLS and system-GMM methods,the impact of FDI on urban entrepreneurship is robust.③The heterogeneity analysis shows that FDI significantly promotes high urbanization level,high financial development level and industrial structure upgrading of urban entrepreneurship.④Mechanism analysis shows that FDI can enhance urban entrepreneurial activity through demand creation effect,technological innovation effect and human capital effect.This study has enriched the relevant literature on FDI and urban entrepreneurship research,and has implications for further promoting the opening-up policy and high-quality urban development.

176 Research on the Legitimacy Construction and Reshaping Process of Faculty Academic Entrepreneur Role in Research Universities

Teachers in research universities may face many role legitimacy dilemmas in academic entrepreneurship.As a key element of teachers' participation in academic entrepreneurship,role legitimacy directly affects the success rate of teachers' academic entrepreneurship activities.Based on interviews with 13 academic entrepreneurship teachers in research universities,the paper constructs a cognitive-action-adaptation model of the legitimacy construction process of the role of academic entrepreneurs by using grounded theory.It is found that “situational cognition”and “self-cognition”can affect the role legitimacy cognitive construction of academic entrepreneurship teachers.While cognition can promote action,academic entrepreneurship teachers will construct role legitimacy through such strategies as “embedding and adapting to external norms”, “embedding in existing entrepreneurial network system”and “attaching importance to personal role impression management”.There is a “legitimacy crisis”in the process of role legitimacy construction.Teachers often reconstruct role legitimacy through three adaptation strategies: “role division”, “role strengthening”and “role integration”.These conclusions strengthen the academic community's attention to the legitimacy of the role of academic entrepreneurship teachers,and provide a better reference for the role construction of academic entrepreneurship teachers.
