High-Quality Development of the Private Economy Under the Strategy of High-Level Sci-Tech Self-Reliance and Self-Strengthening:Institutional Logic and Governance Pathways

Abstract：Against the background of advancing high-level sci-tech self-reliance and self-strengthening and building a modern industrial system,the functional position and institutional support of the private economy in the national innovation system call for further elaboration.Based on the expansion of private economic entities,the growth of R&D investment,and the increase of innovation outputs,this paper centers on“institutional supply-innovation capacity improvement”,establishes three institutional logic which covers expectation stabilization,factor allocation and collaborative governance,and analyzes the mechanisms through which institutional supply shapes private enterprises' innovation decisions,resource acquisition and network embedding.The study argues that private enterprises are deeply involved in R&D investment,technological breakthroughs,achievement commercialization,and industrial application,making them a vital force in realizing high-level sci-tech self-reliance and self-strengthening and building a modern industrial system.However,institutional constraints remain in property rights protection and fair competition,science and technology finance,talent mobility,and access to innovation resources and platforms.Therefore,differentiated policies,a stable and transparent innovation environment,stronger support for capital,talent,technology and data,and improved industry-university-research collaboration are needed to better support private enterprises to play a bigger role in making breakthroughs in core technologies in key fields and industrial-chain modernization.
