Abstract:This study constructs a“government-market-society”three-dimensional analytical framework based on the theory of complex institutional logics,uses the DEA model to measure the efficiency of scientific and technological achievements transformation in universities across eastern,central,and western China from 2014 to 2022,and applies a dynamic QCA method to analyze the configurational effects across spatial and temporal dimensions.The study finds:①The market mechanism plays a fundamental supporting role through the open allocation of market elements and industry-university cooperation,but its effectiveness requires dynamic adaptation with government regulation and social networks;②Four high-efficiency transformation institutional logic configurations are identified,including market-driven with weak government regulation(H1a),market-driven with talent-driven(H1b),market-government coordinated(H2),and multi-agent synergistic(H3).Configuration H2 demonstrates strong stability and resilience against risks by establishing a synergistic system of“effective market”and“active government”,suitable as a long-term development model;③The transformation of scientific and technological achievements in regional universities exhibits multiple path characteristics,with the eastern region significantly outperforming the central and western regions.Configuration H3 shows significant regional effects,mainly in cases with concentrated university resources,mature market mechanisms,and advantages in location and policy in the eastern region.
