Impact of Knowledge-Collaboration Multilayer Network Embedding on Key Generic Technology Innovation:The Moderating Role of Policy Orientation Alignment

Abstract:Key generic technology(KGT)innovation demands heterogeneous knowledge and cross-organizational collaboration beyond individual firms.Using listed firms in China's autonomous driving sector as core research samples,this paper constructs knowledge networks,collaboration networks and their coupled structures from patent data.It introduces policy orientation alignment and adopts a two-way fixed-effects model to examine how multilayer network embeddedness affects KGT innovation.Results show that knowledge network embeddedness promotes KGT innovation more than collaboration network embeddedness,while their coupling significantly enhances innovation.Policy orientation alignment facilitates KGT innovation overall but negatively moderates the relationship between knowledge network centrality and innovation,eroding heterogeneous knowledge advantages from central positions.This study expands research on the key generic technology innovation from the perspective of“multilayer network-policy coupling”and offers references for enterprises to optimize collaborative innovation pathways and for policymakers to strike a balance between directional guidance and differentiated exploratory research.
