An Empirical Exploration of the Innovation Spillover Mechanism of Major Science and Technology Projects Based on SNA:A Case Study of the Beidou Satellite Navigation System

Abstract:The implementation of major science and technology projects accelerates the formation of strategic capabilities and generates substantial spillovers in knowledge and technology innovation..Research and analysis of the innovation spillover mechanism of the major science and technology projects can help to deepen the understanding of the complexity of the transformation and application of the innovation achievements of the major projects,and provide reference for promoting the quality and efficiency management of major science and technology projects in the new period.Based on CNKI data concerning the“Beidou Satellite Navigation”,this paper constructs an institutional cooperation network.Centering on core variables of innovation diffusion from major science and technology projects,namely participants,networks,media and outcomes,the study adopts social network analysis and UCINET tool to study the innovation network structure,network density,structural hole and intermediary of major science and technology projects.Relevant implications regarding the innovation spillover mechanism of major science and technology projects are summarized.Implicated by study,in the governance of major science and technology projects,proactive efforts should be made to cultivate an innovation ecosystem that fosters collaboration among industry,academia,research institutions and users.This involves enhancing the density of innovation networks and facilitating the flow of knowledge and technologies among different stakeholders.Key nodes within these networks should be strengthened through their core competencies,collaborative mechanisms,and outreach capabilities,ensuring that high-level nodes become primary drivers of innovation spillover.Additionally,“intermediaries” should be established within and across industries,particularly specialized institutions dedicated to technology transfer,commercialization of research outcomes,and science communication and popularization,to serve as bridges and facilitators for innovation spillover.
