Quantitative Research and Implications of Government Open Data Security Governance Policies at Home and Abroad ——Based on the“Goal-Tool-Cycle”Three-dimensional Analysis Framework

Abstract:Based on a three-dimensional analytical framework of“objectives-tools-cycles,”this study employs content analysis and policy network analysis to systematically examine elements such as subjects,themes,tools,and network structures across 181 domestic and international policy texts.Findings reveal that international policies emerged earlier with broader coverage,emphasizing technology-driven approaches and multi-stakeholder collaboration while prioritizing individual privacy protection.Domestic policies,though launched later,have grown rapidly under government leadership,focusing on data management standards and information system integration.Regarding policy objectives,domestic frameworks emphasize national security while international ones prioritize individual privacy rights.In terms of policy instruments,domestic approaches favor environmental tools,whereas international ones lean toward supply-side tools.Both domestically and internationally,mid-cycle security governance for open data is emphasized throughout the lifecycle.Policy network analysis indicates that domestic policies exhibit a comprehensive governance orientation,while international policies lean toward targeted governance models.Based on these findings,this study proposes actionable recommendations to enhance China's government open data security governance policy framework.These recommendations address policy philosophy,participatory mechanisms in policy formulation,the effectiveness of combined policy tools,and the establishment of a policy support system for data governance across its entire lifecycle.
