Implementation Path of Organized Research in the Field of Non-consensual Innovation——Based on the Case of the National Science Foundation of the United States

Abstract:Non-consensual innovation is a key source of major breakthroughs in science and technology, and strengthening organized research in the field of non-consensual innovation is crucial to promoting high-level scientific and technological self-reliance and building a world power in science and technology.The article focuses on the implementation path of organized research in the field of non-consensus innovation, adopts the case study method, builds a macro-medium-micro analytical framework, and systematically compiles and analyzes the organizational and management practices of the U.S.National Science Foundation in the field of non-consensus innovation projects, with a view to providing references to China's scientific research management departments.The article proposes to improve the overall funding pattern of non-consensus innovation projects, construct a non-linear process management mechanism, lead the construction of a non-consensus innovation ecosystem, and expand the participation of postdoctoral fellows and doctoral students in the field of non-consensus innovation, which can provide theoretical and case study support for China's organized research in the field of non-consensus innovation, and help to produce prospective and disruptive innovations, and catalyze the development of new quality productivity.
