Allocation of Digital Talents and Resilience of Digital Industrial Chain

Abstract:Digital Talents are key to the development of the digital industry,and the allocation structure of digital talents between the government and enterprises will profoundly impact the resilience of the digital industry chain.Using data from listed companies,this paper examines the allocation of digital talents between the government and enterprises and how it influences resilience of the digital industry chain.The study finds that digital talent allocation between the government and enterprises has a negative impact on both enterprise resilience and relational resilience,thereby reducing the overall resilience of the digital industrial chain.An excessively high ratio of digital talent allocation between the government and enterprises not only undermines enterprise resilience by weakening innovation capability,inhibiting digital transformation,and lowering green development levels,but also hinders the establishment,stabilization,and optimization of relational effects,thereby weakening relational resilience.The inhibitory effect of digital talent misallocation on digital industrial chain resilience varies,depending on the function of digital talents,enterprise characteristics,and industry chain features.Moreover,as intellectual property protection and marketization levels improve,the constraining effect of digital talent misallocation on the resilience of the digital industry chain gradually diminishes.
