Abstract:The integrated deployment of the development of education,science and technology,and talent is of great significance for accelerating the construction of a strong nation in education,technology,and talent,and for comprehensively building a modern socialist country.Taking the United States as an example,this study examines the evolution of U.S.'s policies on education,science and technology,and talent,and analyzes the institutions and mechanisms through which the U.S.integrates these three areas from a top-down perspective.Specifically,the study finds that the decision-making mechanism include the Executive Office of the President,which supports effective presidential decision-making,and a coordination setting oriented around decision-making issues.The deployment mechanism includes major departments involved in science and technology,education,and talent functions,as well as interactive coordination settings among various strategic deployments.The implementation mechanism includes science and technology funding agencies and industry-university-research entities,as well as an industry-university-research linkage setting driven by science and technology funding.Based on the experience of the United States and in light of China's current conditions,the study puts forward targeted recommendations.
