Research on the Theoretical Construction and Implementation Path of the Modernization of China's National Science and Technology Governance System

Abstract:Under the goal to modernize China's national governance system by 2035,the modernization of the science and technology governance system becomes crucial for developing new quality productive forces and enhancing global competitiveness.This study examines China's science and technology policy evolution and practical achievements,in order to establish a theoretical framework of sci-tech governance.The framework pursues development as its fundamental objective,ensures security as its baseline guarantee,and embraces responsibility as China's international commitment.It operates through three core dimensions including strategic decision-making,resource allocation,and organization of major scientific activities.The study proposes a dual “objective-and-problem”orientation as its central approach.It requires comprehensive institutional reform,strengthens feedback-optimization mechanisms,and enhances innovation ecosystem development.These measures aim to resolve the core contradiction between the demands of new quality productive forces and current governance deficiencies.Furthermore,the study identifies short-term and medium-term breakthrough initiatives to continuously improve governance effectiveness and efficiencies,in order to building China into a world leader in science and technology.
