Abstract:Against the backdrop of intensifying global scientific and technological competition and the deep advancement of a new round of industrial transformation, quantum technology has become a core domain of major-country strategic competition. The coordinated development of education, science and technology, and talent constitutes a critical support for seizing developmental advantages in this field. As a pioneering country in quantum technology, the United States, guided by national strategy, has constructed a closed-loop collaborative ecosystem characterized by“strategic traction, educational support, and talent-driven development”through legislative safeguards, institutional coordination, and resource integration.Based on policy text analysis and case studies, this study systematically examines the underlying logic and key measures of the coordinated development of education, science and technology, and talent in the U.S.quantum sector. The findings reveal three distinctive features of U.S.practice:institutionalized coordination under whole-of-government governance,demand-driven dynamic circulation, and multi-stakeholder ecological support.Constrained by the decentralized federal structure and market-dominated logic, however, its collaborative system also exhibits several structural limitations.Grounded in the development reality of China's quantum field, this paper proposes countermeasures for a coordinated, efficient, and integrated development pattern from three dimensions:building a strategically oriented full-cycle talent cultivation system, fostering a multi-stakeholder collaborative ecosystem for industry-university-research-application integration, and establishing a resource support system that balances independent controllability with open cooperation. These proposals provide practical references for advancing the coordinated development of education, science and technology, and talent in China's quantum sector and achieving greater strength and self-reliance in science and technology.
