Transformation of Science and Technology Policy from the Perspective of Self-Reliance and Self-Improvement:from Catch-up to World-Leading Orientation

Abstract：The paper proposes two types of science and technology (S&T)policy,i.e.,catch-up orientation and world-leading orientation,by observing the practices of the catch-up countries,and the S&T powers.The characteristics of the these two S&T policies types are analyzed respectively.As China has set up the strategical goals of building a S&T power and self-reliance and self-improvement,the paper proposes the suggestions to transform China's S&T policy orientation from catch-up to world-leading.
