Different Types of New R&D Institutions and Development Analysis

Abstract：The new R&D institution is an independent legal person research institution that is jointly constructed by multiple subjects and opens up the boundaries of government,industry,university and research.It includes three types,namely public institutions,business units and social service organizations.Based on the survey data of new R&D institutions in China,this paper compares the performance of three types of new R&D institutions by using R-SWOT analysis method.The results show that the public institution type is suitable for undertaking applied basic research in the early stage of R&D,the enterprise type is suitable for achievement industrialization in the middle and later stage of R&D and market oriented technical service,while the private non-enterprise legal person type is suitable for achievement transformation and business incubation.The suggestions based on the research results can provide insights for policy makers and operators of new R&D institutions.
