Abstract:The setting of roles and its relationship in the main National S&T programs have effect on the performance of project governance directly.Since the establishment of S&T program in 1983,it has been adjusted and reformed constantly.Analyzing its evolution has basic significance for better project government.This paper investigated the evolution of roles and its relationship in the past National S&T program by separating the roles into sponsor,implementation partner and contractor.It was found that the main National S&T programs had experienced three phases,which are setting up,scaling up and governance reforming.The implementation partners were characterized by role type enlarging and function differentiation.Contractors begun to manage contractors during the later stage,which was a result of demand on integrated and consistent management.The sponsors' classified management of scientific research stage has evolved into unified governance.It made the project governance being complicated and challenging.
