Abstract：Science of Science Policy is a new and emerging form of advancing science policy at national level,whose aim is to promote science policy to be a science so that it could support policy-making on the sustainable and systematic basis. Japan is the second country that promote Science of Science Policy. This paper points out that the development of Science of Science,Technology and Innovation Policy in Japan is both motived by the general trends of scientific policy-making and its own national needs. Japan established a special Program consisting of Mission Oriented Research,Research Funding Program,Human Resource Development and Data Infrastructure to promote Science of STI policy. Its characteristics are summarized as follows emphasizing evidence-based policy making,launching strategic research,well-designed program,overall arrangement and paying attention to international cooperation.
