Abstract：In the era of digital economy,building a unified national market is a key measure to promote high-quality economic development.As a new type of production factor,data elements play an increasingly crucial role in empowering the construction of a unified national market.The empowerment of data elements to the unified national market has is reasonable .It primarily exerts forces through five logical mechanisms,including aggregating data to stimulate the value reconstruction of market elements through the logic of element integration,promoting data circulation to enhance resource allocation efficiency through the logic of market efficiency enhancement,activating data vitality to reshape industrial and supply chains through the logic of institutional adaptation,driving data sharing to build a trusted transaction system through the logic of trusted guarantee,and accelerating data innovation to optimize market industry upgrading through the logic of technological iteration.However,as a systematic project,the empowerment of data elements to the unified national market still faces multiple obstacles in practice.Among them,fragmented governance rules,imbalanced digital infrastructure,lagging data regulation,barriers to data collaboration,and delayed dynamic response have become key constraints.In view of this,in the future,it is necessary to promote the unified development of nationally recognized data interfaces and security standards,achieve facility connectivity to build an integrated computing power network for “east data,west computing”,create intelligent regulation to establish a blockchain full lifecycle traceability system,deepen diversified collaboration to form a “government-enterprise-research”governance community,strengthen institutional innovation to build a dynamically adaptable legislative rule system,thus providing institutional guarantees for fully unleashing the potential of data elements.
