Abstract：Government data sharing faces practical difficulties such as poor data quality, low sustainability, uncontrollable security risks, and difficult exit in the stages of data collection, sharing, utilization, and withdrawal.These dilemmas are affected by multiple factors such as government organizational structure, inherent disadvantages of the current sharing model and technical barriers.From the perspective of government data sharing, the chief data officer can not only resolve the multi-dimensional difficulties, but also conform to the overall orientation of national policies.However, as a new thing, the chief data officer has uncertainties in the control of subjective attitudes, supply of objective capabilities, supervision and evaluation, which may cause potential risks and should be prevented in a targeted manner.First, a power and responsibility list system should be established to control uncertain risks at the subjective attitude level;second, the talent supply model should be clarified to eliminate uncertain risks at the objective ability level;third, an assessment and evaluation mechanism should be established to eliminate uncertainties at the level of supervision and evaluation risk.
