1 Observation and Reflection on Developing New Quality Productive Forces According to Local Conditions in Beijing

Developing new quality productive forces is a necessity for China to enter a new stage of development and pursue high-quality growth.It is also an inevitable requirement for the Chinese economy to seize opportunities and occupy the commanding heights of industries during the current period.For all regions to develop new quality productive forces,they need to base their efforts on local realities and directly address local issues,with the aim of rallying local forces and invigorating local vitality.Building on theoretical research into developing new quality productive forces tailored to local conditions,this paper summarizes and elaborates on Beijing's practice in this regard in recent years,and offers insights and suggestions on enhancing collaborative efforts in strategic and technological strengths,promoting deeper integration of technological and industrial innovation,optimizing the regional layout of innovation spaces,and improving the regional innovation policy system.

9 Research on the Mode and Path of Cultivating the Future Industry to Form New Productive force

Future industry is an important carrier for nurturing and developing new quality productive forces.Its development is affected by the interplay of technological,market,and governance forces,and the influence of three forces changes dynamically in different stages of development.The core driving force is frontier and subversive technological innovation.The core driving force is frontier and subversive technological innovation.At present,the main challenge is that the new quality productivity needs to find a new path of scientific and technological innovation breakthroughs and the relationship between the new quality productivity needs to overcome institutional and systemic obstacles.This article analyzes the development drivers of future industry from three dimensions of technological innovation driving,market demand pulling,and governance ecology pushing,and puts forward strategies for cultivating future industries from the three angles of technological innovation of the whole chain,application amplification of scene and policy empowerment of ecology.

15 A New Regional Innovation System Following the Development of the New-quality Productive Forces:the Framework and the Realistic Path ——Take Tianjin as an Example

The regional innovation system serves both as a theoretical framework and a policy analysis tool.A series of new theories are proposed amid the new round of the scientific and technological revolution.And numerous new paradigms about scientific and technological innovation are emerged.Consequently,it becomes an important proposition to construct a new framework of the regional innovation system that following the development of new-quality productive forces.Given the new trends in the evolution of the regional innovation system under the requirements of new-quality productive forces,a new framework for the regional innovation system named“three-layer,six-chain,two-way”is built in this paper.It is based on“six connections”:the service connection mechanism,the platform connection mechanism,the financial linkage mechanism,the institutional linkage mechanism,the application connection mechanism,and the condition connection mechanism.Furthermore,it designs the path to construct“six connections”and offers ideas and suggestions for improving the overall effectiveness of the regional innovation system,taking Tianjin as an example,to accelerate the establishment of a regional innovation system that is compatible with the development of new-quality productive forces.

26 Analysis on the Cooperation of Science and Technology Resources in Beijing-Tianjin-HebeiRegion to Promote the Development of New Quality Productivity in Hebei Province

Developing new quality productivity driven by scientific and technological innovation has become a key way to promote high-quality development and promote Chinese modernization.Each province,according to local conditions,follows the core logic of the integration of superior scientific and technological resources to cultivate new quality productivity.On the basis of discussing the features,structural bearing and value purport of the new quality productivity,as well as the mechanism by which science and technology resources shape the step of productivity,this paper focuses on Hebei Province from the research perspective,combines the synergy theory and relies on the practice of science and technology resource collaboration in Beijing-Tianjin-Hebei Region,and deeply analyzes the triple logic of science and technology resources collaboration in Beijing-Tianjin-Hebei Region to promote the formation of new quality productivity in Hebei Province.Therefore,it is proposed that Hebei Province should rely on the cooperation of science and technology resources in Beijing-Tianjin-Hebei Region,so as to accelerate the practice of cultivating new quality productivity,and provide policy enlightenment for Hebei Province to adapt to local conditions and follow the trend to find the focus of developing new quality productivity.

34 Case Study on Hubei's Exploration of“Use-oriented” Development of New Productive Forces

Hubei Province,leveraging its own technological advantages and economic development needs,has explored a new path of developing new productivity quality with a“utilization-oriented”approach. By building a sci-tech innovation supply chain platform,the province aims to bridge the gap between the innovation and industrial chains. Based on both domestic and international innovation theories and Hubei's practical exploration,this paper proposes a framework model for the development of new productivity quality focused on utilization. It establishes four core systems:research and development,financial supply,government support,and service facilitation. This framework seeks to bring together effective market mechanisms and proactive government intervention to foster technological convergence,industrial conversion,talent attraction,and capital pooling,thus accelerating the cultivation of new productivity quality. The paper summarizes Hubei's practical exploration and progress in developing new productivity quality with a“utilization-oriented”approach and offers recommendations for further strengthening the R&D system,expanding financial supply,enhancing service facilitation,and optimizing government support,aiming to provide a reference for other regions.

42 The Evolutionary Foundation,System Composition,and Practical Enlightenment of Important Statements on Xi Jinping's Significant Discourse on Scientific and Technological Innovation

Since the 18th National Congress of the Communist Party of China,Xi Jinping's significant discourse on scientific and technological innovation has been continuously enriched and developed,serving as an important ideological and theoretical weapon guiding China's scientific and technological innovation practices.Through using a comprehensive interdisciplinary and cross-domain perspective,it can be observed that,on the basis of evolution,Xi Jinping's significant discourse on scientific and technological innovation has multiple theoretical and ideological sources at the theoretical level,including Marxist-related theories,Western economics,and China's outstanding traditional culture.At the practical level,it is significantly influenced by various factors such as the global scientific and technological evolution trend,the international competitive and cooperative situation in science,technology and economy,and the national conditions of science,technology and economic and social development in China.In terms of the system structure,Xi Jinping's significant discourse on scientific and technological innovation has established a logical framework with the new development concept as the“soul”,high-level technological self-reliance and self-improvement as the“core”,the“eight persistence”as the“backbone”,and the new national system for technological innovation as the“key content”.To accurately understand and grasp this structure,it is necessary to adhere to a dynamic evolutionary and open-linked mindset.In terms of practical guidance,implementing Xi Jinping's significant discourse on scientific and technological innovation requires unwaveringly positioning technological innovation as a top-priority strategic position in the country,collaboratively promoting high-level technological self-reliance and self-improvement and the development of new-quality productive forces,and focusing on capacity building to advance the process of technological modernization.

52 The Research on the Mechanism and Modes of Strengthening National Strategic Scientific and Technological Forces with Major Demands ——Based on the Perspective of Internal Synergy with Cross-Departmental and Cross-Level Incentives

In view of the current problems such as the disconnection between the upper and lower levels,the lack of internal synergy and external linkage,it is particularly important to strengthen the synergy of the national strategic S&T forces.Based on the current research status,the paper proposed the perspective of internal synergy with cross-sectoral and cross-level incentives,and explored the synergy mechanism and modes of strengthening national strategic S&T forces with major demands.From three dimensions of the composition,organizational form of national strategic S&T forces and capability performance of national strategic system,the paper examined the potential advantages of internal synergy of national strategic S&T forces strengthened by major demands.From three stages of ex-ante,in-ante and ex-post,the paper elucidated the mechanism of internal synergy and then pointed out the synergistic modes including the pioneer leader-following type,strategic alliance cooperation type,open and free combination type,platform-driven type and emergency mobilization instruction type.Taking Guangdong,Hong Kong and Macao Greater Bay Area as an example,the paper analyzed the practical measures to strengthen the strategic S&T forces of the Greater Bay Area by the major demands of integrated circuit industry development.Finally,it put forward countermeasures and suggestions in four aspects:strengthening the centralized and unified leadership of CPC over the national strategic S&T forces,promoting the synergy of the national strategic S&T forces through the“Special Group”,improving the rule of law guarantee for the system and constructing and strengthening the digital platform.

65 Evaluation of the Smart Specialization of National-level Specialized, Refined,Differentiated,and Innovative Enterprises ——Based on an Empirical Analysis of 547‘Little Giants’

Based on the perspective of smart specialization,a“three-dimensional integration”evaluation framework composed of knowledge competitiveness,innovation network embeddedness,and product specialization is designed,the evaluation index system for the smart specialization of specialized,refined,differentiated,and innovative(SRDI)enterprises is constructed,the longitudinal and horizontal level-opening method,entropy weight TOPSIS,and gray correlation analysis are used to conduct empirical analysis on 547“little giants”from 2011 to 2022.The evaluation results show that the 547 enterprises belong to leading enterprises,uphill enterprises,downhill enterprises,and backward enterprises,and the overall level of smart specialization of these enterprises presents a normal distribution characteristic of less at both ends and more in the middle.Knowledge competitiveness and innovation network embeddedness have a relatively greater impact on the smart specialization of SRDI enterprises.The average level of smart specialization of SRDI enterprises in non-metallic mineral products industry and automobile manufacturing industry both show a characteristic of fluctuation and decrease,while that of 13 industries such as chemical raw materials and chemical products manufacturing industry and pharmaceutical manufacturing industry show a characteristic of fluctuation and growth.The eastern region has the largest proportion of leading and uphill enterprises,and enterprises with high-level smart specialization are concentrated in the eastern and northeastern regions.

78 The Knowledge Network Embedding of High-value Patents and High-Quality Development of Enterprises: the Moderating Effect of Entrepreneurial Behaviors

Based on social network theory,this paper selects 288 listed companies with high-value patents in the CNIPA database as research objects to explore the influence of knowledge network embedding of high-value patents on the high-quality development of enterprises and the moderating role of entrepreneurial behavior therein.The main conclusions are as follows.Both relational and structural embedding of high-value patents' knowledge network positively impact the high-quality development of enterprises;both portfolio entrepreneurial behavior and serial entrepreneurial behavior positively moderate the positive relationship between relational and structural embedding of high-value patents' knowledge network and high-quality development;international entrepreneurial behavior enhances the positive relationship between relational embedding of high-value patents' knowledge network and high-quality development of enterprises,but does not moderate the positive correlation between structural embedding of high-value patents' knowledge network and high-quality development.Furthermore,the impact of knowledge network embedding of high-value patents on the high-quality development of enterprises exhibits significant heterogeneity in terms of enterprise ownership and industry competition level.The research findings provide guidance for enterprises to actively cultivate high-value patents,construct a knowledge network centered on high-value patents,and achieve high-quality development.

88 Environmental Regulation and Green Innovation Efficiency of Heavy Polluting Enterprises Under the“Dual Carbon”Goal ——A Retest of the Chinese-style“Porter Hypothesis”

This study takes heavy polluting enterprises in China from 2006 to 2020 as samples to explore the impact of heterogeneous environmental regulations on green innovation efficiency.The findings reveal that the green innovation efficiency of heavy polluting enterprises exhibits a phased characteristic of fluctuating growth,while the intensity of environmental regulation shows temporal and spatial differences.The moderate intensity of environmental regulation can enhance green innovation efficiency,which supports the validity of Porter hypothesis.However,beyond the inflection point,the positive effect of market-incentive environmental regulation is weakened,and the inhibitory effect of command-controlled environmental regulations and public-participation environmental regulation is observed.Currently,the strength of command-controlled environmental regulations and public-participation environmental regulation in China are appropriate,while the market-incentive environmental regulations are too high and need to be adjusted to promote green innovation more effectively.The findings further validate the marginal effect of environmental regulation in terms of environmental performance and deepen the academic understanding of the logical relationship between environmental regulation policies and enterprises' innovative behavior.

99 Research on Talent Ecosystem and Its Mechanisms for Innovation Vitality

Creating a thriving talent ecosystem is crucial for implementing the spirit of the 20th National Congress of the Communist Party of China,which emphasizes“Developing a Strong Workforce for the Modernization Drive.”The main goal of optimizing the talent ecosystem is to fully harness and stimulate the innovative potential of various talents.Drawing on 75 interviews with talent groups in Province Z,this study identifies the core components of the talent ecosystem and constructs a model delineating how it impacts innovation vitality.The study proposes a“cognition-motivation”chain mediation pathway by integrating Self-Determination Theory and Social Cognitive Theory.The findings indicate that the resource environment with diversity and availability,the service environment encompassing diverse policy support and service provision,the social environment characterized by innovation inclusiveness and system openness,and the organizational environment with teamwork and work autonomy are essential components of the talent ecosystem and key factors affecting talent innovation vitality.Furthermore,innovative self-efficacy and intrinsic motivation—key psychological variables—directly affect innovation vitality and mediate the relationship between the talent ecosystem and innovation vitality.

109 Research on the Current Status and Group Differences in Public Recognition of Scientists' Spirit: Empirical Analysis Based on the 2023 STS Barometer Survey

Based on the 2023 STS Barometer Survey,this study analyzes the current state of public recognition of scientists' spirit in China and its group differences using descriptive statistics,difference tests,and multiple comparisons.The findings reveal that Chinese public generally holds a high regard for scientists' spirit,though there is still room for improvement in certain dimensions.Specifically,female show a higher recognition of scientists' spirit than male;the post-2000 generation has a lower recognition compared to other generations;individuals with higher education levels exhibit greater recognition of scientists' spirit;and those who obtain scientific information primarily through official media have a higher recognition of scientists' spirit compared to those who rely more on social media.Therefore,it is essential to further develop differentiated science communication strategies to deepen public understanding of scientists' spirit;strengthen self-discipline within the scientific community to consciously promote scientists' spirit in the new era;rebuild trust between the media and scientists,optimizing the mechanisms for shaping the image of scientists;and enhance public opinion monitoring and risk assessment to improve the social awareness and impact management of scientific issues.

119 Examining the Role of Founders' Technical Backgrounds in Venture Capital Acquisition

Based on signaling theory,using the founder's technical background as an effective signal to reduce information asymmetry between the enterprise and venture capital,this study investigates the heterogeneous effects of the founder's technical education background,technical work experience,and technical knowledge assets on the scale of venture capital,and examines the moderating effect of the founder's horizontal relationship network.Using empirical data from 152 biotech startups during 2014—2020,the results show that firstly,the founder's technical education background and technical work experience have a positive impact on the scale of venture capital,while technical knowledge assets have a negative impact,but the positive impact of technical work experience is not significant.Secondly,the founder's horizontal network relationship significantly weakens the positive effect of technical education background and technical work experience on the scale of venture capital,but significantly strengthens the negative effect of technical knowledge assets on the scale of venture capital.

130 Does the“First Degree”Matter? Empirical Analysis of Academicians Selected Between 2011 and 2023

In today's“diploma society”,“first degree”has become an important measure of a person's value.As academicians are the top talents in undertaking national scientific research tasks and solving major scientific problems,it is of great significance to pay attention to their academic background and work situation for the selection of outstanding scientific research talents in China.Taking the academicians in the university system from 2011 to 2023 as the research objects,this paper analyzes their first academic background and growth process.It is found that the first degree has no significant impact on the growth cycle of academicians;receiving higher-level education is an important way to make up for the shortcoming of the first degree;diversified higher education background is an advantageous condition to become academicians.The conclusions and recommendations have enlightening significance for early cultivation and effective selection of high-level scientific and technological leaders,and for accelerating the construction of a high-level talent highland.

140 An Exploration on the Ethical Governance Pathways of Emerging Science and Technology Based on Tentative Strategies

It has become a consensus that the benign development of emerging science and technology urgently needs the framework support of ethical governance.At present,there are three concerns in the construction of science and technology ethical governance system:risk governance,agile governance and global governance.The analysis of these three concerns shows that there are still some practical problems such as insufficient emergency capacity,low governance efficiency,and global cooperation to be strengthened.The tentative strategies of ethical governance of science and technology is helpful to solve these practical problems.The tentative strategy is characterized by cautious,dynamic,flexible and progressive approach to the problem,including top-bottom and bottom-up governance methods,paying special attention to the warning,feedback and adjustment of the strategy to seek the best results,and its governance process is more suitable for the“upstream”stage of the development of emerging science and technology.As a response to uncertainty,tentative strategies can help improve the ethical governance system of science and technology.However,its strategy itself has some problems,so it needs practical wisdom such as balancing flexibility and stability,taking into account temporary and long-term,coordinating localization and globalization.

148 Practice and Challenges of Ethical Governance of AI in China: A New Perspective

The ethical governance of AI in China is in a special period of“the overlap of three historical periods”,which are the period of rapid technological development,the period of pursuing high-quality development,and the period of deep adjustment of international order.Based on an examination of China's practices in AI ethical governance, the article argues that the intertwining of technological uncertainty,multi-objectives of economic and social development,and global strategic games have brought new challenges to the ethical governance of AI in China,particularly in the areas of impact identification,“no man's land”issues in AI ethical governance,and the effectiveness of the ethical governance system.Finally,some recommendations are made from the aspects of regulatory system construction,ethical review,ethical education,development of governance toolbox,and international cooperation.

Since the release of the Guidelines on Strengthening the Governance over Ethics in Science and Technology by the General Office of the CPC Central Committee and the General Office of the State Council in 2022,ethical governance has gradually become an integral part of national science and technology governance,and has received high attention from the Party and the state.STM journals,as an important subject in the ethical governance of science and technology,should abide by the consensus and norms of the publishing industry,and play their own roles in the collaborative governance of science and technology in the new era.On this basis and in view of the problems and challenges faced by STM journals in the new era,this paper proposes that Chinese STM journals should change their minds to further promote their function,and introduces specific measures needed to realize such changes.
