Construction of Evaluation Index System for Technology Managers —Based on Delphi Method and Analytic Hierarchy Process

Abstract:As a core role connecting technology supply and industrial demand,the ability of technology managers will directly affect the level of the commercialization of scientific and technological achievements.However,at present,there is a lack of a systematic and quantifiable evaluation index system in China.Therefore,based on the Delphi method and the Analytic Hierarchy Process(AHP),this paper constructs an evaluation index system for technology managers,including four dimensions:knowledge level,practical skills,professional quality,and practical performance.At the same time,the scientific rationality and applicability of the evaluation index system are verified based on the actual data of 150 technology managers in Jiangxi Province.The research finds that:this evaluation index system has a good discrimination effect;practical performance is the core evaluation dimension of the ability level of technology managers;different types of institutions show structural differences in the comprehensive performance of technology managers;continuous learning and professional ethics are important guarantees for the long-term development of technology managers.In conclusion,on the one hand,the constructed evaluation index system provides a certain theoretical basis for the training and recognition of technology managers;on the other hand,it provides an important reference for promoting the professionalization and standardization of talent teams for the commercialization of scientific and technological achievements in China.
