Abstract：Promoting the large-scale application and demonstration of new technologies,new products,and new scenarios has become a key pathway for improving the efficiency of the commercialization of scientific and technological achievements and fostering new quality productive forces. At present,theoretical research on scenario-driven industrialization of emerging technologies remains at an early stage,while policy practice has progressed much more rapidly. This paper proposes scenario-driven industrialization of emerging technologies as an important innovation paradigm and analyzes it through a framework comprising theoretical foundations,key tasks,and practical approaches. The findings help policymakers to develop an open innovation pathway that advances scenarios,technologies,institutions,and ecosystems in a coordinated manner.
