Abstract：Advancing the integrated development of education,science and technology,and talent is an important pillar of Chinese modernization.However,constrained by the rigidity of the hierarchical administrative system,it faces the problem of fragmented governance in cross-domain collaboration.Drawing on holistic governance theory and the perspective of supply-demand matching,this study employs grounded theory to construct a holistic governance model for the integrated development of education,science and technology,and talent.The findings show that differentiated demands across different functional governance levels require targeted responses through the combined configuration of institutional supplies;the governance system achieves a holistic governance transformation through a bidirectional driving mechanism formed by top-down coordinated transmission and bottom-up practical feedback;and reform practices should follow a phased evolutionary logic of“overall integration—collaborative connectivity—deepened co-governance”,with governance priorities dynamically adjusted in response to changes in core contradictions and governance tasks.The study thus provides a theoretical explanation and practical reference for further advancing the integrated reform of institutional mechanisms for education,science and technology,and talent.
