Task Linkage and Institutional Integration:The Triple-Mechanism Framework of the Reform on the Integrated Development of Education,Science and Technology,and Talent Development——A Case Study of Hubei Province

Abstract：The reform on the integrated development of education,science and technology,and talent is a key pathway to enhancing the overall effectiveness of the national innovation system.However,the mechanisms through which these three domains can be effectively integrated remain insufficiently explained.This study develops a three-mechanism analytical framework comprising“demand identification-task linkage-institutional integration.”Taking Hubei Province case,it examines the operational logic of integrated reform at the provincial level.The findings show that Hubei has established an institutional structure for the coordinated operation of education,science and technology,and talent development,with industrial demand as the starting point,major scientific and technological tasks as the connecting link,and institutional coordination as the safeguard.These three mechanisms reinforce one another and operate through continuous feedback,forming a dynamic cycle of“demand identification-task linkage-institutional integration-renewed demand identification.”By introducing the concepts of“task linkage”and“institutional integration,”this study advances the broad discussion of“multi-chain integration”toward an observable and analytically tractable mechanism-based framework.It provides an analytical tool for understanding provincial-level integrated reform of education,science and technology,and talent development,while also offering transferable institutional design insights for the development of local innovation systems.
