Abstract:Advancing the integrated development of education, science and technology, and talent has become a major strategic priority for deepening institutional and mechanism reform and enhancing the overall performance of the national innovation system during the 15th Five-Year Plan period. As the key governance level that connects national strategies with local implementation, local governments play a pivotal role in translating macro-level policy objectives into practical outcomes. However,in local practice, the traditional bureaucratic structure characterized by fragmented administrative divisions often creates functional silos among government departments.Meanwhile, the coordination of key resource factors is constrained by vertical dependence and horizontal mismatches, thereby undermining the overall effectiveness of collaborative governance.Against this backdrop, this study systematically deconstructs an analytical framework for collaborative governance of the integrated development of education, science and technology, and talent. It further examines Beijing's establishment of a high-level coordination body as a representative case, analyzing its governance practices from four dimensions:strategic planning alignment, policy coordination, resource integration, and evaluation linkage.Based on these findings, the paper proposes policy recommendations from three perspectives—top-level design, institutional implementation, and grassroots activation—to support local governments in optimizing collaborative governance and strengthening regional innovation efficiency.
