Multilateral Synergistic Governance Frameworks and Data Value-Actualization Trajectories in Low-Altitude Industrial Data Ecosystems

Abstract:Aligned with national strategic priorities for cultivating the low-altitude economy and advancing data element marketization,this research addresses core impediments within low-altitude industry data spaces.Central issues include the spatiotemporal coupling of multi-source heterogeneous data,limitations in trusted data circulation,and systemic barriers to multi-agent collaborative governance.The study identifies three structural dilemmas under the“security-circulation-value”trilemma framework:undefined entropy dynamics in data quality under multi-physical field coupling,the trade-off between dynamic authorization efficiency and airspace safety margins,and governance imbalances caused by spatiotemporal heterogeneity among stakeholders.A unified research architecture integrating“quality evaluation-circulation verification-operational optimization”is established.The methodology incorporates a dynamic weighting algorithm using spatiotemporal trajectory clustering to enable real-time data quality assessment.A dual-pillar maturity model combining technical and institutional dimensions is designed to enhance circulation reliability.In parallel,a blockchain-based hybrid distribution mechanism is introduced to refine value allocation among participants.Together,these components form an end-to-end,closed-loop verification system that spans“representation-circulation-operation.”This study contributes methodological frameworks,technical pathways,and operational insights essential for structuring collaborative data governance,implementing tiered airspace management,facilitating data element marketization,and fostering a resilient low-altitude economic ecosystem.
