Study on the Evolution Characteristics and Development Path of Industrial Policies for Information Technology Application Innovation

Abstract:This study is based on 156 policy texts of the Information Technology Application Innovation Industry(ITALL)from 1993 to 2025.It comprehensively employs methods such as text mining and social network analysis.The paper systematically analyzes the evolutionary logic and collaborative characteristics of the industry's policies from the“theme-subject”dimension.The study shows that the policies of ITALL have gone through five stages including germination and foundation-laying,security enhancement,scenario expansion,practical breakthrough,and innovation upgrading.Policy attention has gradually expanded from top-level institutional design to industrial application.In terms of policy themes,the Party and government field has always maintained a core leading position.The themes of the eight key industries present“differentiated empowerment”,while the“N”dimension of pan-industry themes shows potential for gradient expansion.Policy-making subjects have demonstrated evolutionary characteristics of central coordination and local response.At the central subject level,a“single-core radiation and multi-hub linkage”network structure has gradually taken shape,with the Ministry of Industry and Information Technology(MIIT)as the core,linking nodes such as the National Development and Reform Commission(NDRC)and the Ministry of Finance(MOF).Local subjects exhibit characteristics of“dual core of party and government”.Each subject matches theme requirements according to their responsibilities,and the collaborative characteristics of multiple subjects are prominent.In conclusions,this paper puts forward ideas for the development of policies for ITALL.These ideas cover aspects such as optimizing the gradient layout of themes,improving the subject collaborative networks,innovating policy tool combinations,and building an“industry-academia-research- application”ecology.
