Abstract：The President's Science Advisory Committee(PSAC)became the clues institution during the cold war with its unique operation mechanism,function characteristics and policy achievement.The scientific policies dominated by PSAC should be assessed by the three dimensions of science,scientific ethics,scientific value.Combined with the dual-function property of PSAC,it explored the value orientation of the policies.Nowadays,the scientific policy consulting of PSAC still possesses the realistic significance.This paper puts forward some suggestions about the institutionalization of Chinese scientific advisory through the process of the development of PSAC.
