欧洲创新评价指标体系变化趋势——基于对 《欧洲创新记分牌》的分析

摘要《欧洲创新记分牌》是欧盟委员会评估欧盟成员国创新能力和绩效的官方评价报告,其所采用的指标体系一直在不断完善和调整,2017年《欧洲创新记分牌》的指标体系相较以前进行了较大的调整。本文基于《欧洲创新记分牌》历年的指标变化,总结了欧洲创新评价指标体系的变化趋势,并对2017年《欧洲创新记分牌》所采用的新评价体系的特点进行了重点分析,并得出对中国的启示。

Abstract：European Innovation Scoreboard is an official report used by EU commission to evaluate EU members' innovation performance.It's indicator system is being renewed year by year which experienced a major adjustment in 2017.This paper first summaries the trends in European innovation evaluation indicator systems on the basis of the change of indicator system used by European Innovation Scoreboard.Then it analyzes the indicator system used by European Innovation Scoreboard 2017 and its characteristics.At last it gives some enlightenments to China.
