Abstract：Reinforcing the construction of STI platform is an important measure to continuously improve regional innovation ability.It is also one of the important contents of building national innovative cities in the period of 12th five-year-plan of China.In light of the core and tasks of building national innovative cities,proceeding from the building practice of Xiamen STI platform,this paper introduced its construction achievements in Xiamen and also analyzed its existing problems.On that basis,this paper proposed the construction planning of the STI platform and the evaluation / appraisal index system for designing STI platform,and raised proposals covering such aspects as innovation system,innovative mechanism etc.in order to perfect STI system and to provide important support for building national innovative cities.
